Discrimination and false accusations against minority ethnic and religious communities fuel ethnic and religious tensions and increase the spread of hate speech.   The junta and the military are manipulating ethnic and religious differences to control the public. They always manipulate the lack of general knowledge among the people in society due to the disqualified education system, to normalize discrimination and spread hate speech.   2. Research Methodology   As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardized the definition of hate speech for this report as follows. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, or dehumanization.   It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin color, race, belief, citizenship, and physical appearance. The monitored hate speeches were categorized as (1) Criminalizing Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threatening Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.   BHRN has daily documented hate speech terms and usages found in the contents – based on the current political crisis - disseminated by the military’s propagative channels during the political and war tensions.   This report was written after monitoring both online and printed media which Junta and its supporters used to spread their hate speeches. BHRN has recorded a total of 8 hate speech posts from monitoring 3 Facebook groups and 13 Facebook accounts, a total of 63 hate speech posts from monitoring 24 Telegram channels, and 16 posts from 34 TikTok accounts. In the printed media, two newspapers and one journal were also monitored. A total of 87 hate speech cases were recorded during January of 2025. There are many limitations to conducting monitoring that can cover the entirety of Burmese social media, and there may be cases of hate speech that go unreported here.   Context of misinformation as hate speech   In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.   Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.   3. Findings of hate speech in Social Networks   Hate Speech Targets and Usages   In this month’s (the month of January 2025) monitoring, hate speech targeted the most was PDF, and the second Arakan Army and the third was the Muslim community. Moreover, hate speeches targeting KIA and Rohingya people were found as well. Hate speeches targeted at the Rakhine people were also recorded along with AA.         In addition, the most used terms of hate speeches for this month are "dog, terrorists, illegal immigrant Bengali, Kalar (a derogatory term referring to Muslims), and evil.   Hate Speech targeted Islam and the Muslim community   The issue of the Rohingya crisis became more complex after the coup in 2021. Since the Myanmar military allied with the Rohingya armed forces after the coup, the misconceptions about the Rohingya civilians have increased than before. Based on these misconceptions, the spread of hate speech against the Rohingya has grown significantly.   Based on the ongoing clash between the Rohingya armed organizations and the Arakan Army (AA) in northern Rakhine State, a Tiktot account named Yaungpyanlin posted a hate speech that the local ethnic people in Rakhine State will disappear and the Rohingyas will take over the whole state. In that post, the Rohingya in Rakhine State were targeted by Abusive Hate Speech and derogatory terms. Original Post (See the translation of the attached link below conclusion - 1)   A Facebook account named Lu Thar posted that Muslim armed groups have reached Sittwe city to take over the Rakhine State, by referring to an Indian news article that does not have any source or evidence behind it. He added that Rohingya armed groups are trying to take over the Rakhine State so that they can implement Islamic laws. In that post, Rohingyas were mentioned as terrorists and included Abusive Hate Speech against Rohingya. Moreover, he encouraged the Rakhine people to join the Arakan Army to protect Rakhine State. Original Post (See the translation of the attached link below conclusion - 2)   Another Facebook account named Jinmalay Jam posted that Thein Sein administration brought the Bangladesh citizens into the Rakhine state and the military issued citizen cards to them and named them Rohingya. The post added that the military is training them and providing weapons to do explosions in the Rakhine state. In that post, Rohingyas were mentioned as terrorists, illegal immigrants. That post used Criminalizing Hate Speech and Abusive Hate Speech. Original Post Attach link file Translation (3)   A telegram channel named ‘Sisthadin’ posted a hate speech to kill a Muslim man who was arrested by the police after he commented under a Facebook post about offering sacred food to Wirathu, an ultra-nationalist monk. The post included Abusive Hate Speech targeting all the Muslim community in general. Original Post (See the translation of the attached link below conclusion - 4)   A Facebook page named Western News posted a hate speech that four Muslim armed groups formed an alliance to attack the Arakan Army in Rakhine state. That post tried to create a link between the actions of certain people or some organizations and the whole religious community to generate religious hate speech. In addition, the usages used in that post included Abusive Hate Speech against the Muslim community in general. Original Post (See the translation of the attached link below conclusion - 5)   A Facebook account named Than Dar Wett Hmone uploaded a post encouraging people to join the Arakan Army due to the clashes happening in northern Rakhine state. That post was written in the Rakhine language and included many abusive hate speeches targeting the Rohingya community and Muslim communities. Original Post (See the translation of the attached link below conclusion - 6)   Hate speeches targeting the Kachin Independence Army The civil war between the Junta and the Kachin Independence Army (KIA) has intensified in Kachin state from early 2024 up to the present. The junta is attacking KIA in all ways including air strike attacks. They are spreading hate speeches against KIA as they face losses on the frontlines.   A telegram channel named Thazin Oo posted that KIA is forcibly recruiting Kachin ethnic people and sending them to Bamaw township of Kachin state where fighting is intense. That propaganda post included abusive hate speech against KIA and KPDF. It also used criminalizes hate speech against them. Original Post (See the translation of the attached link below conclusion - 7)   A telegram channel named KRPL uploaded a propaganda post that the video of the Junta killing PDF members was fake news and it was KIA killing prisoners of war. In the post of KRPK, abusive hate speeches were used against KIA. Original Post (See the translation of the attached link below conclusion - 8)   Based on the land dispute issue between KIA and TNLA, a pro-military telegram channel named Hminewai posted hate speeches on their channel. Those hate speeches included dehumanizing hate speech against KIA as well. Original Post (See the translation of the attached link below conclusion - 9)   A pro-military telegram channel named Sisthway posted that many KIA soldiers have died due to the serious airstrikes carried out by the junta in Bamaw township of Kachin state where the fighting between the junta and KIA is intense. In that post, KIA was accused of forcibly collecting money from the people and was mentioned as a terrorist. That post used criminalizing hate speech and abusive hate speech against KIA. Original Post (See the translation of the attached link below conclusion - 10)   Hate speeches targeting PDF A telegram channel named Ka Ka Han uploaded some photos of PDF soldiers celebrating the new year and added a caption that PDFs are doing the feast after they drove the people out of the village and robbed their properties. In that post, PDFs were mentioned as terrorists and dogs. That post used criminalizing hate speech and dehumanizing hate speech against PDF. Original Post (See the translation of the attached link below conclusion - 11)   An ultra-nationalist monk, Pauk Kodaw, made a phone call to Thidaryumon, the leader of a militant group in Myingyan township, and donated 5 million kyat to the militant group after telling her to upload news on the Myanmar National Post Channel. A tiktok account named A…K…Mg uploaded that call recording and added a caption that the destruction of subversive evil PDF has been boosted twice. In that post, PDF was mentioned as subversive and that post used criminalizing hate speech against PDF. Original Post (See the translation of the attached link below conclusion - 12)   The junta carried out the airstrikes in Naung Cho township on January 21 of 2021 and many civilians died due to the airstrikes. A telegram channel named Hminewai posted that airstrikes were able to target TNLA and PDF and that post was supporting airstrikes. In that post, TNLA and PDFs were mentioned as dogs. That post used dehumanizing hate speech against TNLA and PDF. Original Post (See the translation of the attached link below conclusion - 13)   A telegram channel named Sisthway uploaded a cartoon that PDFs are the ones who are trained to terrorize like dogs barking whoever they see. That cartoon indicated PDF as dogs endangering the public. In that cartoon, PDF were mentioned as terrorist dogs and NUG was mentioned as terrorists. That post used dehumanizing hate speech against PDF and criminalizing hate speech against NUG. Original Post (See the translation of the attached link below conclusion - 14)   Hate speeches targeting Rakhine people and the Arakan Army   The clashes between junta and AA are more frequent in Rakhine state, especially in the northern part of the state. As the influence of AA in Rakhine state is currently growing, the junta targeting the Rakhine people and AA with hate speech is also intensifying.   BBC Burmese reported that 41 civilians have died due to the airstrikes of the junta in Yanbyal township of Rakhine state. A pro-military telegram channel named Hmine Wai shared BBC's post with a hate speech that those 41 people were not civilians but they were terrorists. In that post, Rakhine people and AA were mentioned as terrorists. That post used dehumanizing hate speech and criminalizing hate speech. Original Post (See the translation of the attached link below conclusion - 15)   A Telegram channel named Hminewai re-posted the sinking of a battleship in 2024, an incident resulting in the death of both elders and children. The channel also called for retaliation against the Arakan Army (AA) and the Rakhine people, urging followers to remember past grievances and seek revenge across generations. That post used violence inciting hate speech and dehumanizing hate speech. Original Post (See the translation of the attached link below conclusion - 16)   A Telegram channel named Thet Naing Tun shared photographs of individuals who were reportedly killed, accompanied by a caption claiming that the Arakan Army (AA) was responsible for the deaths of Junta soldiers. However, this assertion was made without any sources or evidence. The caption also refers to the AA in derogatory terms, describing them as wild animals. Original Post  (See the translation of the attached link below conclusion - 17)     A tiktok account named Su 30 Fighter Pilot, believed to be an air force captain, posted urging people not to accept Rakhine people fleeing the war in their villages and townships. That post urged not to pity the Rakhine people and not to accept the Rakhine people who fled from war. That post leads to incite racial conflicts. Original Post (See the translation of the attached link below conclusion - 18)   A Telegram channel called Tarkimyohae Dobamar shared photos of junta soldiers rescuing individuals during the cyclone Mocha storm in Rakhine State. The caption accompanying the images contained hate speech, stating that the Rakhine people do not deserve to be saved by the soldiers. In that post, Rakhine people are mentioned as dogs and ungrateful. Original Post (See the translation of the attached link below conclusion - 19)   Hate speeches targeting women   A telegram channel named Hminewai has posted stating that female doctors and nurses who participated in the Civil Disobedience Movement are now "date girls." The post utilizes sexually abusive hate speech to demean these women, implying that they are involved in prostitution. This kind of derogatory language targets individuals who engage in public activism and perpetuates damaging stereotypes. Date girl means those who are engaging in sexual relationships for financial gain. Original Post (See the translation of the attached link below conclusion - 20)   A telegram channel named Sisthway posted claiming that PDF women are getting pregnant without being married and that many PDF women are being raped by PDF leaders and EAO leaders. Conclusion   Hate speech continues to grow in Myanmar, and an analysis of hate speech in January 2025 found articles targeting racial discrimination, religious attacks, and political differences. The junta has been currently spreading racial and religious hate speech, targeting the Rakhine and Kachin states, which are the frontlines of the fiercely defensive war of the junta.   Hate speech can be found in targeting two groups in Rakhine State. The Rohingya living in northern Rakhine State and the Rakhine people. Hate speech against the Rohingya is the most common and serious in Myanmar. Due to the ongoing fighting between the AA and Rohingya armed groups, the Rakhine people are writing and spreading inhumane and degrading discriminatory hate speech against the Rohingya community. The spread of hate speech against the Rakhine people is being carried out by supporters of the junta. Hate speech and incitement to violence aimed at inciting ethnic conflict by portraying the Rakhine people as ungrateful were also recorded.   The junta continues to degrade the image of the Ethnic Armed Organizations and the People's Defense Forces (PDF), that are especially fighting the junta, by spreading hate speech against them. The pro-military channels continue to consistently portray those who are fighting against the coup as terrorists, while portraying the junta as the one who is truly helping and protecting the people.   The spread of hate speech remains a big concern due to the political instability in Myanmar. After the Arakan Army took over Maungdaw township, the leader of RSO Muhammad Ko Lin gave an interview to Reuters saying that they have more than six thousand soldiers and their aim is to take over up to the middle part (Ann township) of Rakhine state. Even though it seems like the Junta is using Rohingya militants, in fact, the Rohingya militants are using the Junta because they are getting food, ration, training, weapons and everything from the Junta. It is known that these militants are already in Sittwe township with the support of Junta. Even though the Junta and Rohingya militants have different intentions, they are collaborating together to attack AA. The reason that the Junta is importing Rohingya to the Kyaukphyu township is that they want to create ethnic and religious conflicts between the two communities so that AA will be responsible for the Junta’s crimes in the eyes of international communities. Rakhine people should take care that they will not be sandwiched between the Junta and the extremist terrorists. They are Rohingya Solidarity Organisation (RSO), Arakan Rohingya Salvation Army (ARSA), Arakan Rohingya Army (ARA) and Rohingya Islami Mahaaz (Arakan). Even though RSO, ARSA and ARA are known to the public, Rohingya Islami Mahaaz (Arakan) is new. That new one is also called Rohingya Islamic Front (ARIF) and it is an alliance to RSO. They are Rohingya militant groups. Four Brothers Alliance announced to stand with the oppressed and attack the oppressor according to the Quran. That group is advocating their people with the slogan that “you have to protect your home and your nation. Your parents will be happy”. AA is now facing challenges from Muslim militants in Buthidaung and Maungdaw townships. These groups usually station in the Mayyu region and AA announced its controlling of four ARSA stations on October 19, 2024. တွင် ပါဝင်သည့် အမုန်းစကားအသုံးအနှုန်းများကို နေ့စဥ်လေ့လာစောင့်ကြည့်မှတ်တမ်းတင်ထားပါသည်။   အမုန်းစကားများ ဖြန့်ဝေရန်အတွက် စစ်အစိုးရနှင့် ထောက်ခံသူများ အသုံးပြုနေသည့် အွန်လိုင်းနှင့် အမုန်းစကားတွေ့ရှိမှု ( ၈ ) ခု ၊ Telegram Channels ၂၄ ခု မှ အမုန်းစကားတွေ့ရှိမှု ( ၆၃ ) ခု ၊ Tiktok account ၃၄ ခုစောင့်ကြည့်ရာတွင် အမုန်းစကားတွေ့ရှိမှု ( ၁၆ ) ခုကို တွေ့ရှိခဲ့ရသည်။ ဇန်နဝါရီလအတွင်း အမုန်းစကားလေ့လာစောင့်ကြည့်မှုတွင် အမုန်းစကားဖြန့်ဝေမှု ( ၈၇ ) ခုကို မှတ်တမ်းတင်ခဲ့သည်။ ဆိုရှယ်မီဒီယာတခုလုံးကို လွှမ်းခြုံနိုင်သည့် လေ့လာစောင့်ကြည့်မှုမျိုးကို လုပ်ဆောင်ရန်အတွက် အကန့်သတ်များစွာရှိသဖြင့် မှတ်တမ်းမတင်နိုင်သည့် အမုန်းစကားဖြစ်စဉ်များလည်း ရှိနိုင်ပါသည်။    ၃။ လူမှုကွန်ရက်များတွင် အမုန်းစကားတွေ့ရှိချက်များ   ဇန်နဝါရီလ လေ့လာစောင့်ကြည့်မှုတွင် တွေ့ရှိရသည့် ကွန်ဒုံးကောင် တို့ ဖြစ်သည်။    အစ္စလာမ်ဘာသာဝင်များနှင့် ရိုဟင်ဂျာများအပေါ် ပစ်မှတ်ထားတိုက်ခိုက်မှုများ  မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်မှာ ဖြစ်ပွားခဲ့သော အာဏာသိမ်းမှုပြီးနောက်ပိုင်းတွင် ရိုဟင်ဂျာအရေးသည် အမုန်းစကားဖြန့်ဝေထားသည်။ အဆိုပါ ဖြန့်ဝေမှုတွင် ရခိုင်ပြည်နယ်အတွင်း နေထိုင်သည့် ရိုဟင်ဂျာများအား နိင့်ထက်စီးနင်းစော်ကားခြင်း၊ နှိမ့်ချပြောဆိုသည့် အရေးအသားများကို သုံးနုန်းထားသည်ကို တွေ့ရသည်။ မူရင်းပို့စ် ရောင်ပြန်လင်း   ရခိုင်ပြည်နယ်ကို အစ္စလာမ်ဘာသာ ကိုးကွယ်သည့် ရိုဟင်ဂျာများက သိမ်းယူရန် ကြံစည်ပြီး အစ္စလာမ္မစ် ဥပဒေဖြင့် အုပ်ချုပ်ရန် ကြံစည်းနေကြောင်း အထောက်အထားမပြနိုင်သည့် မှိုင်းဝေ   ၂၀၂၄ ခုနှစ်က နတ်မြစ်အတွင်း ဖြစ်ပွားခဲ့သသည့် စစ်သင်္ဘောနစ်မြုပ်မှုကြောင့် ကလေးလူကြီး သတင်းကို ပြန်လည်ဖော်ပြကာ AA နှင့် ရခိုင်လူမျိုးများကို လက်တုံ့ပြန်ရန် လှုံဆော်ထားသည့် ရေးသားမှုကို မှိုင်းဝေ Telegram ချန်နယ် ၌ ရေးသားထားသည်။ အဆိုပါ လှုံဆော်မှုတွင် မျိုးဆက်အဆက် ဆက် လက်တုံ့ပြန်မှုပြုလုပ်ရန်နှင့် ယင်းဖြစ်ရပ်ကို မေ့ပစ်လို့မရကြောင်း အကြမ်း ဖက်မှုဖြစ်ပွားရန် လှုံ့ဆော်ရေးသားမှုများ၊ လူအဖြစ်မှ နိမ့်ချသည့်အသုံးအနုန်းများကို တွေ့မြင်ရသည်။ မူရင်းပို့စ် မှိုင်းဝေ   Thet Naing Tun Telegram ချန်နယ်၌ လူအများသတ်ဖြတ်ခံရသည့် ဓာတ်ပုံများကိုမျှဝေကာ စစ်သားများအား AA အဖွဲ့မှ သတ်ဖြတ်သည်ဟု အထောက်အထားမဲ့ စွပ်စွဲပြောဆို အမုန်းစကားဖြန့်ဝေထားသည်။ AA အဖွဲ့သည် တောရိုင်းတရိစ္ဆာန်များဖြစ်ကြောင်း ရေးသားထားသည်။ မူရင်းပို့စ် Thet Naing Tun   စစ်ဘေးရှောင်လာသည့် ရခိုင်လူမျိုးများအား မိမိတို့ မြို့ရွာများတွင် လက်မခံရန် လှုံဆော်သည့် Titok တစ်ပုဒ်အား စစ်ကောင်စီ၏ လေတပ်ဗိုလ်ကြီးဟု ယူဆရသည့် Su 30 Fighter Pilot အကောင့်မှ Upload လုပ်ခဲ့သည်။ အဆိုပါ Titok တွင် ရခိုင်လူမျိုးများအား မသနားရန်နှင့် ရခိုင်စစ်ရှောင်များအား လက်မခံရန် စသည့် လူမျိုးရေး ပဋိပက္ခအသွင်ဆောင်နိုင်သည့် အရေးသားများကို အသုံးပြုထားသည်။ မူရင်းပို့စ် Su 30 Figher Pilot   ရခိုင်ပြည်နယ်အတွင်း ဝင်ရောက်တိုက်ခတ်ခဲ့သည့် မိုခါ မုန်းတိုင်းကယ်ဆယ်ရေးကာလတွင် စစ်ကောင်စီ တပ်ဖွဲ့ဝင်များက ပြည်သူအချို့အား ကူညီနေသည့် ဓာတ်ပုံအချို့အား ဖော်ပြကာ ရခိုင်လူမျိုးများအား ကယ်ဆယ်ရန် မသင့်ကြောင်း အမုန်းစကားဖြန့်ဝေမှုကို သာကီမျိုးဟေ့တို့ဗမာ Telegram ချန်နယ်တွင် ဖော်ပြထားသည်။ ရခိုင်ပြည်သူများအား ခွေးဖြင့် ခိုင်းနှိုင်းကာ ကျေးဇူးကန်သူများအဖြစ် ပုံဖော်ရေးသား ထားသည်။ မူရင်းပို့စ် သာကီမျိုးဟေ့တို့ဗမာ အဓိပ္ပါယ်မှာ ကိုယ်ခန္ဓာနှင့်ရင်း၍ အသက် မွေးဝမ်းကျောင်းလုပ်ရသည့် ပြည့်တန်ဆာ ကို ရည်ညွှန်းပြောဆိုကြခြင်း ဖြစ်ပါသည်။ မူရင်းပို့စ် မှိုင်းဝေ   PDF မတွေဆိုရင် လင်ကောင်မပေါ်ဘဲ ဗိုက်ကြီးတဲ့သူနဲ့ PDF ခေါင်းဆောင်ဆိုသူတွေနဲ့ EAOs ခေါင်းဆောင်ဆိုသူတွေရဲ့  ခြေတော် တင် ဖျက်ဆီးမှုကြောင့်  ဘဝပျက် ဒုက္ခ ရောက်ရတဲ့သူနဲ့ ဖြစ်နေကြတာ ဟူ၍
