Inauguration of Parliament Building: Coronation Ceremony?

Ram Puniyani

This 28th May 2023 the new and more lavish building of Parliament was inaugurated by Prime Minster Modi. Most opposition parties boycotted this function as they argued that the inauguration should be done by President Draupadi Murmu. As per article 79, President of India, along with Rajya Sabha and Lok Sabha, constitutes the Parliament, thus President is part of the legislature. Keeping her out indicates the appropriation of centrality for everything by Modi.

The inauguration was marked by two major events. One was the presence of large number of Sadhus, priests, heads of many mutts. Invocations of Lord Shiva and Ganesha were in the air, Hindu religious rituals, were followed to the core undermining the secular nature of our state and Constitution. Modi  received Sengol, Scepter, from Thiruvaduthurai Adheenam, a Shaivite matha near Mayiladuthurai, Tamil Nadu. Accompanied by the representatives of various Adheenams in Tamil Nadu and the Speaker of the Lok Sabha, the PM installed the Sengol, the sceptre, in the new building.

The argument goes that it is symbol of transfer of power. It is part of the great Chola tradition when the Sengol was presented to the new king as a symbol of his powers. This showed that he derives his powers from the almighty God through the divine agency of the priest. So now the attempt is being made to revive the ‘glorious tradition’ by the Prime Minster.

It is also being asserted that at the time of Independence Sengol was passed on from Lord Mountbatten to Jawaharlal Nehru as a symbol of transfer of power. This is totally concocted story. Jairam Ramesh in his tweet tells us that, “A majestic scepter conceived of by a religious establishment in then Madras province and crafted in Madras city was indeed presented to Nehru in August 1947… There is NO documented evidence whatsoever of Mountbatten, Rajaji & Nehru describing this scepter as a symbol of transfer of British power to India. All claims to this effect are plain and simple — BOGUS. Wholly and completely manufactured in the minds of a few and dispersed into WhatsApp, and now to the drum-beaters in the media. Two of the finest Rajaji scholars with impeccable credentials have expressed surprise.”

Surely Nehru must have received it from the priest of Shaivite Mutt, just to respect him and his feelings. So instead of keeping him in his PM’s office he got it preserved in Allahabad Museum. It is totally false that he treated it like a walking stick. Nehru and all major leaders of freedom movement did not uphold kingdoms or kings. They conceived of a democracy where power comes from the people through elections. Sovereignty belongs to people and not from God coming through the Clergy. The democratization of Indian society led to these values where the PM or President is not the King answerable to Religious authority, ‘Raj guru’ (Royal Priest) but to the people and to the Constitution.

Incidentally C.K.Annadurai the founder of Dravid Munnetra Kazgham wrote a scathing article against the Sengol being represented as a symbol of power. As per him, ““You know they must get rid of it to pave the way for the blossom of democracy. The heads of the Mutts, who are afraid that you might seek to implement what you have learnt, will not only give a golden scepter, but even a scepter embedded with *navaratnas* to protect themselves,”

The Hindu ritualism was the part of BJP-RSS agenda which wants to undermine the plural nature of our country and impose the Hindu Nationalist view. This Hindu nationalist view again is the part of the norms and rules which emerged from the Hindu Kings and rajas, which later were joined by their ideologues who articulated this Hindu Nationalism. It is no mere coincidence that the inauguration of the New Parliament building was planned on the 140th birth anniversary of Vinayak Damodar Savarkar, who is the ideologue of Hindu Nationalism and was probably the first one to articulate this in his book, ‘Hindutva or Who is a Hindu’. This book also gave the justification for religion being the basis of Nationalism, and thereby the first book to openly articulate the germs of ‘two nation theory’.

Mr. Modi through this spectacle is given the signal for primacy of faith over the Indian Constitution. He proclaimed that “Today India is turning once again to that glorious stream of ancient times”. What were the values of those ‘glorious ancient times’: an authoritarian king presiding over the society with caste and gender hierarchy, as enunciated in Manu Smriti. This book was burned by Dr. Ambedkar. As per Ambedkar, it is scriptures like these in ancient times which kept the dalits and women in secondary position in the society.

Ideologues of RSS are glorifying the event by saying that this is a revival of Hindu glorious tradition where Dharma is above the political power, the king is duty bound to abide by Dharma and Sengol represents that. The government argues that the sceptre reflects a continuity of tradition by embodying sanctified sovereignty & the rule of dharma. Ram Madhav of RSS states (IE, 29th May 2023) “"As Sengol reaches the new Parliament house its real significance as the ‘Dharma Dand’ - the Indian civilisational tradition of ethical-spiritual authority over mere political authority - must be the point of debate rather than the nitpicking over its historicity."

And he further says, “In the Indian civilisational tradition, monarchs and kings were never considered as the supreme authority. Irrespective of whatever regalia were used, like crowns or sceptres or orbs, the royals were always reminded by the court priests at the time of the coronation that Dharma, the ethical-spiritual order, is the only supreme authority.”

In a way this event was one more steps in the direction of Hindu Rashtra and shows that Naredra Modi has monarchical ambitions. It presents Kingdom’s values in modern garb and uses religion as a cover for suppressing the democratic values. It parallels other fundamentalism, in the name of Islam (Pakistan), Christianity (America) and Buddhism (Sri Lanka). The subtle subversion of democracy is more than clear as just as inauguration ceremony was on, a few Kilometres away the police was brutally attacking the protesting wrestlers and their supporters who have been protesting in a most democratic way!

Geographically Manipur can be divided into two parts—the Imphal valley and the hill areas. Of the 60 assembly constituencies in Manipur 40 seats are in the valley areas which comprise of six districts—Imphal East, Imphal West, Thoubal, Bishnupur, Kakching and Kangpokpi. The remaining 20 seats are spread over the other 10 districts. The valley districts, dominated by Meitei community, who are pre-dominantly Hindus, account for just over 11 per cent of the geographical area but are home to 57 per cent of the total population of 2.8 million (Census, 2011). The hill districts, dominated by Naga and Kuki tribes, who are mostly Christians, are home to 43 per cent of the population.

The immediate trigger for the latest round of violence that started on May 3, was the ‘Tribal Solidarity March’ by the All Tribal Students’ Union of Manipur (ATSUM) against a recent order by Manipur High Court directing the state government to recommend to the Centre for inclusion of the Meitei community in the state list of Scheduled Tribes (ST) within a period of four weeks. The court’s order re-ignited the historical tensions between the valley-dwelling Meitei community and the state’s hill tribes, primarily Nagas and Kukis.

There is a long history of ethnic rivalry among the three communities. The hill tribes claim that valley people have cornered all the developmental works in the state as they enjoy political dominance while Meiteis allege that they are increasingly getting marginalised in their ancestral land. Their population which was 59 per cent of the total population of Manipur in 1951 has now been reduced to 44 per cent as per 2011 Census data. More importantly, they cannot buy land in hill areas where tribals have exclusive rights and are forced to remain confined to the Imphal valley.

That’s one reason why several organisations have been demanding tribal status for Meitei community. The recent plea before the Manipur High Court by the Meitei Tribe Union argued that the Meitei community was recognised as a tribe before the merger of the princely state of Manipur with the Union of India in 1949, but lost its identity as a tribe after the merger. To “preserve” the community, and “and save the ancestral land, tradition, culture and language” of the Meiteis, they want the tribal identity back.

However, tribal bodies in the state believe see this demand as another attempt by the Meitei community, which has 40 representatives in the 60-member Assembly, to take control over the entire state. For record, Chief Minister N Biren Singh is a Meitei. Tribal groups also point out that Meitei community are already classified under Scheduled Castes (SC) or Other Backward Classes (OBC), and have access to the opportunities associated with that status. Some Meiteis even belong to upper castes.

Even though the situation is still tense in various area of the state, it has improved since Union Home Minister Amit Shah's four-day-long trip to Manipur between May 29 and June 1.  Shah announced a judicial committee headed by a retired high court judge to probe the violence in Manipur. A special CBI team will investigate six specific cases that hint at a conspiracy behind the conflict.

The Centre and the State each contributed Rs 5 lakh for the kin of those who lost their lives in the violence as part of a relief and rehabilitation package for those affected by the conflict. Shah added that a peace committee comprised of members of civil society will be led by the Governor of Manipur.

Lake Maggiore boat accident: Questions remain over spy deaths

The story of a boat that sank on Lake Maggiore on 28 May has elements of a spy novel.

Four people tragically drowned on the picturesque and popular lake south of the Swiss Alps.

One was a former agent from Israel's spy agency Mossad, two were Italian intelligence officers and the fourth victim was a Russian woman.

They were among 23 people aboard the small boat that set out to cruise the lake.

It is no doubt a traumatic event for the survivors and for the families who lost loved ones - but a number of facts about the case have prompted speculation about what exactly happened.

Lake Maggiore and its shoreline are divided between the Italian regions of Lombardy and Piedmont, and the Swiss canton of Ticino.

Several companies that produce technology capable of both military and civilian use are located in Lombardy - and Switzerland is considered a transit country for many intelligence members.

And some of the people on the boat, of both nationalities, had apartments and houses there.

While some reports say the boat ride was an innocent pleasure trip, several major Italian news outlets are reporting that it was a secret work meeting between Italian and Israeli agents.

'An apocalypse descended upon us'

There is huge interest in the accident and public prosecutor Carlo Nocerino has been tasked with finding out what happened. He says 13 of those on board were Italian agents and eight were Israeli agents. Only the captain, Claudio Carminati, and his Russian wife did not work in intelligence.

The cruise was planned to celebrate the birthday of someone on board. The 15m boat was an apt choice - it was called "Good…uria", a play on words that means "pleasure".

But this boat was suddenly hit by a fierce storm with gusts of over 70km (43m) per hour.

"In a matter of 30 seconds, an apocalypse descended upon us," was how Mr Carminati described the incident, according to the newspaper Corriere della Sera. "The boat immediately capsized, and we fell into the water."

Mr Carminati told investigators that no bad weather had been forecast. The boat was still on the lake after the scheduled return time.

He is now being investigated for the possible crimes of causing a shipwreck and culpable homicide.

His wife, Anna Bozhkova, was a 50-year-old Russian woman who had a residence permit to live in Italy.

The other victims were Tiziana Barnobi, 53, and Claudio Alonzi, 62 - both members of the Italian secret service.

An Israeli man, 50-year-old Simoni Erez, also died. He was a retired Mossad agent. His name was published in the Italian media, even as media outlets in Israel continued to refrain from reporting it.

The others who were aboard the boat managed to swim to shore or were pulled from the water by other vessels that were dispatched to help or happened to be in the area.

The cause of all deaths is drowning, although Italian news outlets report that no post-mortem examinations have been carried out.

The disappearing survivors

One other aspect to the mystery is that, according to Italian media, the survivors of the disaster seemingly rushed to leave immediately afterwards.

The Italian press reports that the survivors quickly collected their belongings from their hotel rooms and from the hospital where they had received treatment and left.

There is no paperwork about those who received medical treatment.

The Israelis abandoned their rental cars and on Monday they were flown back home on an Israeli plane that picked them up in Milan.

Their identities have not been disclosed, but Mr Nocerino, the public prosecutor, told the BBC it was normal to release only the names of victims and not the survivors.

Israeli Prime Minister Benjamin Netanyahu's office confirmed on Wednesday that the Israeli man who died was a retired member of Mossad.

"The Mossad lost a dear friend, a devoted and professional member who dedicated his life to the security of the State of Israel for decades," the office said in a statement.

"Given his service with the agency it is not possible to elaborate on his identity," it added.

An overcrowded boat?

The vessel involved in the incident has not yet been taken ashore. This means the investigation cannot properly begin, Mr Nocerino told the BBC.

"At the moment, it's entangled at the bottom of the lake and it might take two or three days to bring it up."

Mr Nocerino added that the boat only had capacity for 15 passengers, but there were eight more than that aboard.

It is being reported that the overcrowding made it harder for the captain to manoeuvre the boat in adverse weather conditions.

Magistrates are investigating why there were more people than permitted aboard - and whether it should have been sailing on the lake at all given the bad weather.

Mr Nocerino said the investigation would examine compliance with security measures, maintenance, certification and insurance of the vessel.

Of course, with so much of the story remaining uncertain, speculation is likely to continue.

The Carabinieri, Italy's military police, are assisting the investigation. They told the BBC it would examine the boat and the weather conditions - but not what the people were doing on board.

Utah primary schools ban Bible for 'vulgarity and violence'

A school district in the US state of Utah has removed the Bible from elementary and middle schools for containing "vulgarity and violence".

The move follows a complaint from a parent that the King James Bible has material unsuitable for children.

Utah's Republican government passed a law in 2022 banning "pornographic or indecent" books from schools.

Most of the books that have been banned so far pertain to topics such as sexual orientation and identity.

The banning of the Bible comes amid a larger effort by US conservatives in states to ban teachings on controversial topics such as LGBT rights and racial identity. Bans on certain books deemed offensive are also in place in Texas, Florida, Missouri and South Carolina. Some liberal states have also banned books in some schools and libraries, citing perceived racially offensive content.

The Utah decision was made this week by the Davis School District north of Salt Lake City after a complaint filed in December 2022. Officials say they have already removed the seven or eight copies of the Bible they had on their shelves, noting that the text was never part of students' curriculum.

The committee did not elaborate on its reasoning or which passages contained "vulgarity or violence".

According to the Salt Lake Tribune newspaper, the parent who complained said the King James Bible "has 'no serious values for minors' because it's pornographic by our new definition", referring to the 2022 book-ban law.

The Utah state lawmaker who wrote the 2022 law had previously dismissed the Bible removal request as a "mockery", but changed course this week after calling it a "challenging read" for younger children.

"Traditionally, in America, the Bible is best taught, and best understood, in the home, and around the hearth, as a family," Ken Ivory wrote on Facebook.

The district's ruling determined that the Bible's content does not violate the 2022 law, but does include "vulgarity or violence not suitable for younger students". The book will remain in place in local high schools.

Bob Johnson, the father of a primary school student in the Davis School District, told CBS News that he opposes the Bible's removal.

"I can't think of what's in the Bible that you would have to take out of it. Its not like there's pictures in it," he said.

The district is not the first in the US to remove the Bible from its shelves.

A Texas school district last year pulled the Bible from library shelves after complaints from members of the public opposed to conservatives efforts to ban some books.

Last month, students in Kansas requested to have the Bible removed from their school library.
