He said some Rohingya were having difficulty obtaining a Form 4 because of the destruction of their household lists during the conflict and the inclusion of family members who had fled to Bangladesh.
 
He said that if there is an emergency medical situation, it will be very difficult to travel.
 
An unidentified Rohingya was detained in Buthidaung Township for security reasons. A RAF official said the order was a deliberate crackdown on the Rohingya.
