Malaysia: Implement International Arrest Warrant for Min Aung Hlaing

As Min Aung Hlaing begins his visit to Malaysia today, Burmese Rohingya Organisation UK (BROUK) called on the Government of Malaysia to implement the international arrest warrant issued against him by the Argentine Federal Court.

Min Aung Hlaing is one of 25 individuals subject to international arrest warrants issued in February 2025 as part of the universal jurisdiction case initiated by BROUK concerning genocide and crimes against humanity committed against the Rohingya between 2012 and 2017.

The Prosecutor of the International Criminal Court has also requested an arrest warrant against Min Aung Hlaing for crimes against humanity against the Rohingya. No decision on the request has been publicly announced.

“Min Aung Hlaing is a criminal with at least one arrest warrant against him. He belongs on trial, not on a red carpet,” said Tun Khin, President of Burmese Rohingya Organisation UK.

“Arresting Min Aung Hlaing and extraditing him to Argentina is one of the most effective things Malaysia can do to start addressing the refugee crisis in the country. Ending Burmese military impunity is key to addressing the root causes of why refugees are forced to flee to Malaysia.”

BROUK recognises Malaysia’s long-standing role in hosting Rohingya and others fleeing persecution in Burma, and the need for greater international responsibility-sharing, including third-country resettlement.

These challenges, however, cannot be resolved by returning people to danger, or by extending an official welcome to the leader whose military is committing atrocity crimes that have driven so many from their homes.

As a State Party to the Genocide Convention, Malaysia shares the commitment of all States Parties to prevent and punish genocide.

BROUK urges the Malaysian Government to:

  • Refrain from any official reception of Min Aung Hlaing while the Argentine warrant stands and the ICC request is pending.
  • Guarantee that no Rohingya or other refugees from Burma will be returned to Burma against their will or to a risk of persecution.
  • Consider the legal options available to it concerning persons subject to international arrest warrants, including cooperation with the Argentine judicial authorities and the ICC.

BROUK, which has worked with the Argentine judicial authorities on this case from the outset, stands ready to share information about the Argentine proceedings and the arrest warrants with the competent Malaysian authorities, through lawful channels, and to support any steps they may consider.

BROUK also calls on other States in the region, including ASEAN Member States, to ensure that persons subject to international arrest warrants cannot travel with impunity.

“The Rohingya fled the very crimes for which Min Aung Hlaing is now subject to an international arrest warrant. Seeing him welcomed in a country that shelters survivors of those crimes sends the wrong message about accountability. We urge Malaysia to stand with the victims, not with those accused of destroying their lives,” said Tun Khin.
